Our Team of Professionals


With over 40 years of experience in the industry, John has not only worked in the successful Estate Agency and professional departments of Jones Peckover but has also specialised as a livestock Auctioneer operating through St Asaph and Oswestry Livestock Markets. He was also a Non-Executive Director of Hybu Cig Cymru (Welsh Meat Promotions) and in November 2016 he was elected Chairman of the Livestock Auctioneers Association for a two year term. John, as a specialist Auctioneer, now deals with the selling of all types of livestock and farm dispersal sales. John has been a Partner of Jones Peckover for a number of years working with the Partnership and the Jones Peckover personnel to provide a broad based, local and friendly service but as from April 2018 has retired from the Professional and Agency Partnership of Jones Peckover whilst remaining a Partner in the livestock and auction market side, particularly at St. Asaph.

John’s career in this industry started with the Valuation Office, Chester in 1971 and then on to Jones & Son where he completed his studies and became a Chartered Surveyor in 1973. John became a Fellow of the Royal Institution of Chartered Surveyors in 1983 and a Fellow of the Livestock Auctioneers Association in 2008.

Colin is the Partner in charge of our successful property and land sales department. As a Chartered Surveyor with over 30 years experience, Colin has handled the sale of just about every type of property, whether by Private Treaty or Public Auction, and has an in-depth knowledge of the property market in North Wales and the Border Counties. He also provides valuation reports to all the main lenders and private clients, and regularly acts as an Expert Witness on behalf of the County Court.

Colin joined Jones Peckover in 1983 having previously worked in Manchester. He obtained a Degree in Valuation and Estate Management at Bristol and qualified as a Chartered Surveyor in 1984. He is also an RICS Registered Valuer.

Tom offers clients over 30 years of professional experience having qualified through Liverpool Polytechnic gaining a degree in Urban Estate Management and becoming a member of the Royal Institution of Chartered Surveyors in 1984. Since this time he has worked in both the public and private sectors within North Wales and Chester and offers considerable knowledge and experience of all aspects of Commercial, Agricultural and Residential property matters.

Tom currently oversees the company’s successful Valuation and Survey department based in Abergele, covering the whole of North and Mid Wales, together with parts of Shropshire, Cheshire and the Wirral. He is also responsible for managing the company’s Registered Valuation Surveyors and is a Professional Mentor to those members of staff seeking to qualify as Chartered Surveyors through the company’s training scheme.

As well as Valuation and Survey work, Tom is a fellow of the National Association of Estate and Commercial Business Agents, a qualified Lettings Manager and a professional member of the Residential Property Tribunal for Wales. He also manages various small property portfolios and is involved with Compensation Claims, Compulsory Purchase matters, Sales and Development.

Tom is also a keen cyclist and gym member and has previously played a variety of team and individual sports.

Sion gained a first class honours degree in Rural Enterprise and Land Management at Harper Adams University in 2004 before becoming a qualified member of the Royal Institution of Chartered Surveyors in 2005 whilst working for a large firm of Chartered Surveyors, Valuers, Auctioneers and Estate Agents in Shropshire.

Sion is a fluent Welsh speaker and joined the firm in 2006 before becoming a Partner in 2014. His main areas of professional expertise are briefly set out below:

Undertakes valuations on properties and land for various purposes including acquisition, taxation, secured lending and court proceedings.

Basic Payment Scheme
Trades Welsh Basic Payment Scheme entitlements and Welsh Naked Acres by auction and private treaty as well as completing various forms relating to the Basic Payment Scheme.

Compensation Claims
Acts on behalf of parties affected by Compulsory Purchase, Easement, Wayleave and Subsequent Loss Claims on their property or land.

Sells properties and land by auction, private treaty and formal tender.

Lets farms, smallholdings and land by auction, private treaty and informal tender.

Landlord and Tenant
Deals with issues relating to existing Farm Business Tenancy (FBT) agreements, 1986 Agricultural Holdings Act (AHA) tenancy agreements and Grazing/Cropping Licence agreements.

Rural Estate Management
Manages one 1,500 acre estate and a few landed estates.

Prepares and submits planning applications for the erection of dwellings, agricultural workers dwellings and farm buildings. Furthermore, offers pre-application advice and prepares Appeals when planning applications have been refused.

Prepares digital maps for various purposes with the aid of Promap.
Outside of work, Sion enjoys managing his Welsh Black and Limousin herds, spending quality time with his two children, attending fitness classes and socialising with his friends.

Matthew graduated from Harper Adams University in 2006 with a BSc (Hons) Degree in Rural Enterprise and Land Management specialising in Estate Management. He joined the practice following graduation, and went on to become a member of the Royal Institution of Chartered Surveyors in 2007. Since this time Matthew has experience in extremely varied roles to include Estate Management, Sales of Residential, Agricultural and Commercial property, Landlord and Tenant matters, Valuations, compulsory purchase and working with our auctioneering team.

Matthew operates the Property department at our Denbigh office dealing with sales of Residential, Agricultural and Commercial property whilst retaining some Agricultural/Estate clients. He also deals with Valuations and Surveys of agricultural and residential property including Home Buyers Surveys for prospective purchasers. He also is involved with our property and livestock auctions.

On a personal note, Matthew is a qualified Private Pilot and a keen field sportsman enjoying a range of equestrian activities. He is a keen fisherman and in general loves all things country.

Anne joined us in 2016 as Business Manager, adding her 20 years’ experience in legal practice management to our team.

She is responsible for all areas of running the business including compliance, complaints and professional regulatory requirements (RICS, TPO, FCA and HMRC money laundering requirements). Anne also looks after Human Resources, training, health and safety, general office administration and business practice development.

Away from the office she enjoys travel, walking, cookery, reading and is a keen supporter of the Wales Rugby Union team.

Based in our Denbigh Office and a Fellow of the Royal Institution of Chartered Surveyors, David is responsible for a wide variety of professional work specialising in pipelines in particular and his high profile clients include Eni UK Ltd.

David has been involved in the profession since leaving school in 1965. He qualified to HNC Level in Estate Management at Liverpool School of Building, in the late 1970s.

Initially David was employed mainly in the agricultural sector, latterly conducting weekly sales of sheep prior to 2001. He has a large experience of all types of agricultural sales to include livestock, machinery and also furniture sales.

In 2001 David transferred to the Bangor Office and more recently to the Menai Bridge Office.

David is now involved in Estate Management work for various clients mainly in the Anglesey and Caernarfon areas.

He also continues to attend the weekly Thursday Livestock Sales at St Asaph.

Alice became a qualified member of the Royal Institution of Chartered Surveyors in 2014, having trained with Jones Peckover since January 2012, and is employed as a Rural Surveyor.

Alice has also gained a Bachelors degree with honours in Modern History at The Queen’s College, University of Oxford, and a Postgraduate Diploma in Rural Estate and Land Management at Harper Adams University College.

Alice’s responsibilities include Rural Estate Management and she is the principal managing agent on a number of rural estates in North Wales, including The Representative Body of the Church in Wales and The Crown Estate. Her day-to-day work involves the management of residential and commercial property, advising on all aspects of landlord and tenant matters, rural valuations, rent reviews, lease renewals, sales and lettings of property and land, providing assistance with planning matters, mapping (using Promap) and compensation claims.

Stephen has managed St Asaph Livestock Market since 1990 having gained experience since 1973 at Oswestry, Wrexham, Abergele and Malpas Auctions.

Personally he is a frequent visitor to the gym and interested in most sports especially football and cricket.

Hefin has been an Auctioneer for approximately 40 years, selling all classes of livestock on a daily basis. He is one of our livestock and deadstock Auctioneers at St Asaph Livestock Market and is responsible for selling fat and store cattle and store sheep on a weekly basis. Hefin is an enthusiastic individual who strives to do the best he can for all our customers.

Rosie gained a Masters degree in Rural Estate Management from the Royal Agricultural College, Cirencester before becoming a qualified member of the Royal Institution of Chartered Surveyors in 2007 and a Fellow of the Central Association of Agricultural Valuers in 2008.
Rosie commenced her career with a small practice of Chartered Surveyors and Land Agents in the Chester area prior to joining the Manchester office of development company Peel Holdings where she worked as Land Agent for 7½ years before returning to North Wales and joining Jones Peckover.

Best described as a commercially minded rural surveyor Rosie is well versed in all aspects of Rural Estate management; she has an in depth knowledge of Landlord and Tenant issues relating to Farm Business Tenancies, Agricultural Holdings (1986) Act Tenancies, Residential Tenancies and Commercial Tenancies. She is experienced in the preparation of tenancy agreements, contract farming agreements, resolution of disputes, rent reviews, dilapidations and repairs notices, notices to quit and tenancy surrenders.

Rosie is experienced in providing strategic advice on maximising values through sales, lettings, acquisitions and forward planning. She is experienced in carrying out valuations and is working towards gaining her registered valuer status.

Rosie regularly deals with compensation claims against water, gas, telecoms and electricity companies. She also has an interest in green energy having previously been involved in wind farm schemes whilst with Peel Holdings.

Away from the office Rosie is a keen member of the Welsh Pony and Cob Society breeding Welsh Mountain Ponies under the Boothsdale prefix.

Tyler is based in our Wrexham Office and covers the Residential Lettings for our offices across the North Wales area in Abergele and Denbigh. He is responsible for overseeing all aspects of the Residential Lettings at Jones Peckover including rental valuations, marketing, viewings, tenancy applications and Agreements, Inventories and Schedules of Conditions, periodic maintenance inspections, checking tenants out of a property at the end of their tenancy and dealing with any deposit disputes.

His other responsibilities include ensuring that all the necessary legal and safety checks are completed for our rental properties and the relevant paperwork is in place to ensure that Jones Peckover are always compliant.

Tyler graduated in 2012 from University of Glamorgan obtaining a degree in Bsc (Hons) in Geogrpahy. He is currently studying towards obtaining a Level 3 NFoPP Technical Award in Residential Letting & Property Management - England & Wales
